Project Approach

A major West Coast utility wished to close a fossil fuel power plant that was adjacent to a low-income residential neighborhood and a sensitive wildlife habitat.  The municipality agreed to accept the land but required a complete decommissioning and demolition of the plant and remediation of all historic environmental contamination.  Members of the DECARB team negotiated a fixed price contract for the project and implemented the D&D and cleanup. 

Major components of the project included decommissioning of power and other infrastructure, asbestos, PCB and lead paint abatement, demolition of the plant and underground fuel storage and pipelines, subsurface soil and groundwater remediation.

A project-specific community engagement plan included hiring local labor with on-the-job training, sponsorship of community events and funding local improvement projects
